What APQ-10 covers

The MIE APQ-10 instruction under Royal Decree 656/2017 sets conditions for dangerous chemical storage in movable containers in Spain. It includes associated loading, unloading and transfer. Application depends on the regulation’s hazard statements and quantity thresholds: simply counting packages or assuming that small containers are exempt is insufficient. The chemical storage entry covers general preventive organisation; this instruction provides the specific Spanish regulatory framework.

Its scope has exclusions. Containers covered by certain dedicated instructions, such as APQ-5 gas containers or APQ-9 peroxides, do not automatically become APQ-10 storage. A container directly connected to production should also be distinguished from reserve stock placed beside a machine.

Inventory before arranging the racks

Start with an updated list of substances and mixtures, maximum quantities, container capacities and safety data sheets. A product may have several simultaneous hazards. Storage arrangements must address the most demanding applicable conditions rather than selecting only the most familiar pictogram.

Compatibility cannot be established by sorting trade names. Check both the regulatory table and product-specific information, including reactivity, temperature constraints and extinguishing agents. Container material, fragility, stack stability and rack strength also matter. A neat layout is not, by itself, evidence of safe segregation.

Spills and movements belong in the design

Containment must suit the actual storage arrangement and chemicals. There is no universal bund figure that justifies every installation without reviewing its circumstances. Leak detection, safe collection and contaminated firefighting water, where relevant, need consideration together.

The ministerial guide clarifies that loading bays serving storage form part of the installation. For example, a bay receiving IBCs needs arrangements for vehicle movements, handling damage and foreseeable spills. Protecting only the destination rack leaves an important part of the operation unaddressed.

What a review should compare

Compare the inventory, technical documentation, physical layout and operating procedures. A product substitution, increased stock or changes to loading arrangements can invalidate earlier assumptions. The workplace chemical exposure assessment, fire protection requirements and dangerous goods transport rules remain relevant; APQ-10 does not replace them. The official application guide helps interpret cases but does not remove the need for a competent assessment of the particular installation.
