Which gases and containers are covered
MIE APQ-5 under Royal Decree 656/2017 applies to gas storage in movable pressure receptacles in Spain. Its scope is not limited to compressed gases: liquefied and dissolved gases and their mixtures may also be covered. The compressed and liquefied gas cylinders entry explains the physical hazards of the containers. This entry focuses on identifying the Spanish storage requirements.
The instruction has exclusions and interfaces with other rules. Aerosols, certain open cryogenic containers and equipment incorporated into specific uses do not automatically receive the same treatment as a cylinder store. Chlorine has a dedicated regime. Correct identification prevents decisions being based simply on a container’s appearance.
Storage, use and reserve are different situations
Containers in use and indispensable reserve needed to maintain uninterrupted service receive particular treatment under Article 9. This does not allow any collection beside a workstation to be described as reserve. The operator must justify what is actually necessary to maintain the service.
The ministerial guide offers an interpretative criterion for this reserve and explains different forms of movable receptacle. It assists case documentation; it is not permission to disregard the total inventory or actual conditions of use at the workplace.
Classifying and locating the store
Storage categories depend on gas hazards and planned quantities. Review ventilation, protection against damage, stability, separation of incompatible products, access and ignition sources. A non-flammable gas can cause asphyxiation; the fact that it does not burn does not eliminate the need to assess a release.
For example, introducing a different gas to a workshop can change incompatibilities even if the overall cylinder count remains unchanged. Classification and location should be reviewed before the new product is brought into the installation.
Identified contents and clear responsibilities
Users need suitable instructions and trained personnel. Content identification must remain available. A container whose identity cannot be established reliably needs to be managed with the supplier rather than investigated through improvised tests. Valves, connections and accessories must suit the gas and service. APQ-5 interfaces with transportable pressure equipment rules and workplace chemical risk assessment; compliance with one does not replace the others or the supplier’s safe-use instructions.
