Identify the scope before designing
MIE APQ-7 under Royal Decree 656/2017 sets conditions for toxic liquids stored in fixed containers in Spain. It uses the acute toxicity categories and exposure routes specified in the instruction. A product informally described as harmful does not enter APQ-7 solely for that reason. The chemical storage inventory needs current classification and safety data sheet information.
The instruction contains exclusions, including certain products governed by dedicated rules. Liquefied toxic gases should not automatically be treated as liquids falling within this ITC. Process installations and loading and unloading facilities also require separate consideration of their applicable conditions.
A release does not end at the bund
Design must address the vessel, pipework, connections and material resistance throughout the intended service. Beyond retaining liquid, it is necessary to prevent contaminants dispersing towards people. Effective spill containment does not demonstrate that airborne concentrations are acceptable.
The instruction addresses restricted access and ventilation measures, including extraction where appropriate. Contaminated air must be discharged safely in coordination with chemical exposure requirements. Moving contaminants into another occupied area is not an adequate way to improve conditions only at the source workstation.
Configurations requiring justification
The ministerial guide examines the relationship between separation distances and fire compartmentation, and inspection conditions for buried double-wall containers. These interpretations concern particular configurations. They do not allow every separation distance to be replaced by any enclosure or inspections to be removed simply because an alarm exists.
For example, changing a building’s layout around a tank can affect fire protection, access and leak response. Review the complete set of justified conditions even if the vessel itself remains physically unchanged.
Instructions personnel can actually use
Written procedures should cover product properties, operating conditions and planned action when abnormalities occur. Training must be documented and match the actual work. Technical records, inspections and modifications need to remain consistent with the installation. APQ-7 is not a workplace exposure assessment and does not authorise intervention without prepared personnel. Chemical hazards and emergency responsibilities must be understood before operations begin, including by contractors whose work may affect the storage system.
