What CAT is

CAT formalises the reporting of an occupational accident, commuting accident or occupational disease in the Brazilian system. It is a record with its own purpose and must not be confused with an enterprise’s internal report. Care for the person, administrative notification and preventive investigation are related actions, but none is automatically completed by carrying out the others.

Who must report

The official service states that the enterprise must report by the following working day and immediately in the event of death. If it fails to do so, other authorised parties exist, including the affected person, dependants, trade unions, medical professionals and public authorities under the prescribed terms. Channels and rules must be checked according to the reporting party and relevant employment relationship.

Relationship with eSocial

For employers covered by its rules, event S-2210 is used to submit CAT. The procedure includes different situations, such as initial notification, reopening and subsequent death. An option should not be chosen merely to pass automated validation. The occurrence being reported and its relationship with earlier records must be understood to avoid duplicating or accidentally altering the same episode.

Information to gather

Notification requires details of the employer, affected person, occurrence and relevant medical support. Assigning responsibilities for obtaining them quickly and maintaining an accurate account is useful. An unconfirmed datum must not be invented to complete the form. The team needs to review the applicable procedure and retain evidence of any required corrections or additions.

Internal coordination example

After an injury during an operation, supervision can provide the location, time and activity; administration verifies identity and employment relationship; and clinical information comes from the qualified professional. Separating these sources prevents one department from improvising another’s content. The enterprise must also check the submission result. A saved draft or email sent to an adviser does not, by itself, establish that a notification was accepted.

After notification

CAT does not replace accident investigation or automatically decide every benefit-related or legal consequence. Conditions causing the harm must be analysed and corrected. Information must be used with respect for confidentiality, maintaining the access needed for each function. Reducing notifications through concealment is not an improvement in prevention and damages the quality of the information system.
