CAT ratings for electrical test instruments

A CAT rating identifies the measurement environment for which an electrical instrument is intended. It must be read together with its voltage rating and the characteristics of probes, leads and accessories.

In brief

A display capable of showing a voltage does not prove that measuring it is safe at every point in an installation.

What the category describes

Two locations with the same nominal voltage can present different transient overvoltages and available short-circuit energy. Measurement categories account for the connection environment. Selecting a meter only by the highest voltage on its range is therefore insufficient, even if the expected reading is comfortably below that value.

Broadly, CATII concerns load circuits connected to the installation, CATIII fixed distribution and CATIV the origin of the low-voltage supply. Check the actual boundary and connection point against technical documentation. Being indoors or outdoors alone does not determine the category or suitability of the instrument.

Category and voltage belong together

A CATIII600V marking does not imply suitability for CATIV simply because a lower voltage is being measured. Likewise, a higher category does not permit exceeding the voltage rating. Use only combinations declared by the manufacturer for the instrument and terminals involved in the intended measurement.

Documentation may distinguish voltage to earth from voltage between terminals. That distinction matters in multiphase installations. If the marking does not resolve the application, consult the manual or manufacturer before connection rather than extrapolating from another available measurement range or a similar-looking instrument.

Accessories can limit the assembly

The instrument, leads, probes and clips must be suitable together. A lower-rated probe restricts the complete assembly even when the meter has a higher marking. Removing a probe cap can change the permissible category on some designs; the specified configuration must be respected.

Inspect insulation, finger barriers, connectors and visible damage. Improvised repairs do not restore the original classification. Managing Electrical risk also requires the correct function and connections: a CAT rating cannot compensate for selecting the wrong measurement mode or connecting to an unsuitable terminal.

What CAT does not guarantee

It is neither an accuracy class, a water-ingress rating nor a personal arc-protection category. It also does not authorise live working. A competent person must justify the test, assess access and select a safe method. For purchasing and equipment reviews, record models, compatible accessories and intended applications instead of treating every device simply as a multimeter.
