Construction scope

Decree 125/014 approves safety and hygiene regulations for Uruguay’s construction industry. It covers the activities and people defined in the text, on public and private projects. Its scope includes operations that must be identified precisely, beyond new building construction, and relates to ILO Convention 167, ratified by the country.

Training linked to execution

The regulations connect information and training with the start of a project, its stages and the introduction of different procedures or technologies. Construction safety requires personnel to understand the risks of the work they will actually perform. A general induction does not replace specific instructions for a new phase or different equipment.

Changing conditions

The site environment can change through weather, access routes, simultaneous tasks and structural progress. The text provides for stopping tasks when weather conditions compromise safety. Decisions need criteria and responsible people able to act. Maintaining planned production does not justify ignoring changes that make the conditions on which work was planned unsuitable.

Services and documentation

The regulations develop organisational roles and documents such as studies, plans and site logbooks where applicable. When they are required and their content or formalities must be checked. A recordkeeping application or internal folder does not automatically replace a formal document required by the authority. The medium and procedure for use should be checked before adoption.

Example of follow-up

In a hypothetical example, a change in the work sequence affects an area with temporary equipment. The responsible service reviews conditions, records measures and communicates instructions to the teams involved. Supervision checks implementation before work resumes. Recording an observation without correcting it does not demonstrate that the risk has been controlled.

Consultation and technical scope

The decree and its regulations should be read with amendments, annexes and other applicable provisions. Their technical requirements cannot be reduced to a list of headings. This entry helps locate the Uruguayan framework without replacing calculations, assembly, inspection or authorisation of specific installations. A site review identifies each requirement with its owner, evidence and point of verification.
