A preventive management framework
Decree 291/007 develops minimum provisions for preventing and protecting against occupational risks in Uruguay. Its scope includes public and private activities, whether for profit or otherwise, as defined in the text. It is not limited to industrial risks: it organises management principles and mechanisms that must relate to the conditions and sector-specific regulations of each activity.
Responsibility and cooperation
The employer’s duty to ensure health and safety is accompanied by consultation and recommendation rights for workers or their representatives. The cooperation mechanism provided within the company enables information sharing and agreement on action. Cooperation does not remove legal responsibilities or turn worker representatives into a substitute for the technical advice needed to address a risk.
Duties of the preventive body
The regulations direct cooperation towards planning, training, analysis of events and follow-up. They also address new risks arising from technological changes. Worker participation needs usable channels and responses to proposals. Holding a meeting without sufficient information or follow-up of agreements reduces its ability to improve working conditions.
From consultation to measures
An observation should lead to analysis, a decision and action where appropriate. The responsible person, deadline and method of verification should be identified, with responses recorded for those who raised the issue. Statistics help recognise trends but should not obscure serious risks that have not yet caused harm. Preventive priorities start with the hazard and actual conditions.
Example of cooperation
In a hypothetical example, workers notice that a new ordering system increases conflicts in a traffic area. The cooperation body examines the observation and requests a technical assessment. The company changes the organisation and checks the result with those using the area. Minutes enable the agreement to be tracked, but improvement depends on its effective implementation.
Relationship with the wider framework
Decree 291/007 should be consulted alongside its amendments, sector-specific provisions and rules applicable to representation and preventive services. It does not alone determine every physical requirement for a workplace. This entry explains participatory management without suggesting that establishing a committee automatically demonstrates compliance or that an agreement can lower mandatory levels of protection.
