What the decree regulates

Decree 406/988 approves occupational safety and hygiene regulations used within Uruguay’s framework for industry, commerce and services. It covers conditions of buildings and premises, installations, equipment, the environment and protection. Its relationship with the actual activity must be determined, as other sectors have their own regulations and not every operation can be checked against a single general list.

Workplace conditions

The regulations address safe construction, layout, circulation and hygiene conditions, among other aspects. Review requires observation of how the premises are actually used. Initial authorisation does not guarantee that a refurbishment, load change or new layout maintains suitable conditions. Actions should be coordinated with competent professionals and authorities according to their nature.

Measures to address risks

The standard includes rules on installations, machines and environmental agents. Reading it requires identification of the relevant chapter and its amendments. Compliance with preventive requirements combines technical evidence and observation of the activity: listing equipment does not demonstrate that its safeguards work or that it is used correctly.

Personal protection within risk control

The regulations provide for supplying protective equipment and instructions for its use, within the applicable obligations. Selection should respond to the risk and working conditions. A reference to materials from a historical edition should not be extracted without checking subsequent changes and technical standards. Personal protection complements decisions on installations, processes and organisation.

Example of premises refurbishment

In a hypothetical example, an establishment changes its storage areas and adds equipment. It reviews circulation, capacity of affected areas, environmental conditions and new operational risks. Checks are documented and corrections assigned before the space is used. Keeping the old layout or an earlier review cannot establish that the conditions resulting from the refurbishment have been verified.

Updated text and sector-specific rules

IMPO provides the regulations and references to subsequent amendments. MTSS separately identifies frameworks for construction, rural and forestry activities, among others. This entry helps locate Decree 406/988; it does not reproduce all its requirements or set universal technical values. Each review must specify the applicable provision, activity and evidence, using the relevant updated official text.
