A construction-specific framework

Decree 911/96 approves a sector-specific hygiene and safety regulation for Argentina’s construction industry. Its scope includes the construction site and associated facilities covered by the text, such as site compounds and workshops. Interpretation must start from the activity and people included, without automatically applying every rule for an ordinary industrial establishment to construction.

Responsibilities between enterprises

Where contractors or subcontractors work together, preventive coordination requires an identified responsible party. The regulation assigns functions to the main contractor or client according to the prescribed arrangement. This does not relieve the other enterprises of their obligations. Contracting arrangements must make clear who coordinates, who executes each measure and how interactions between tasks are resolved.

What the technical file means

The technical file brings together documentation generated to control risks during construction. Its value lies in reflecting decisions, actions and changes rather than accumulating files unrelated to execution. Preventive documentation must be accessible to those who need it and remain consistent with the work performed at each stage.

The site changes during execution

Access, excavations, structures and ancillary equipment change as the project progresses. Preventive organisation must follow those transformations. Reviewing risks and instructions before a new phase helps identify conditions absent from the previous one. Supplementary SRT resolutions develop specific obligations and must be included when reviewing the case.

Coordination example

In a hypothetical example, two contractors work simultaneously at different levels. Coordination identifies a falling-object risk over a passageway and defines a compatible sequence. The technical file records the measure and responsible person, while supervision checks execution. A document-handover signature would not demonstrate that the interaction had actually been resolved.

Consult the applicable version

The decree must be reviewed with its amendments and supplementary regulations, including those concerning programmes and preventive services. The historical text explains its origin but is insufficient for deciding a current procedure. This entry presents the framework and its concepts; it neither fixes universal requirements for every construction project nor replaces qualified professionals and competent bodies.
