What it regulates
Supreme Decree 011-2019-TR approves a specific safety and health regulation for Peru’s construction sector. It organises obligations and management mechanisms adapted to construction sites. Covered activities and supplementary provisions must also be reviewed to define its application. It is not equivalent to the entire National Building Regulations and does not replace Law 29783.
Safety within the budget
Article 17 incorporates the safety and health plan from the budgeting stage, with a specific budget item for implementation. This connects planned measures with actual resources. Listing controls without planning how they will be financed or executed leaves a gap between document and site. The budget must sustain the technical and administrative mechanisms included in the plan.
A shared plan and contractors
The employer is responsible for implementing the plan and ensuring compliance. Contractors and subcontractors use its guidelines as the basis for their own plans under the regulation. Contractor management requires resolving interactions, responsibilities and communication. Accumulating documents from different enterprises does not demonstrate that their actions are compatible.
Assessment and participation
Hazard identification and risk assessment must suit the site’s characteristics, size and tasks. The regulation establishes participation mechanisms through committees, subcommittees or supervisors where appropriate. The applicable body depends on the situation defined in the regulation. This representation must be distinguished from everyday line supervision, with each assigned its own function.
Follow-up example
In a hypothetical example, a new subcontractor arrives during a phase involving simultaneous work. Before starting, its plan is compared with the site plan, interaction risks are reviewed, and resources and responsible people assigned. Execution is then checked. A document handover without that check could preserve incompatible measures or leave tasks without effective supervision.
Text, corrections and scope
The official publication includes the decree, regulation, annexes and references to a July 2019 correction notice. A review must consider those documents and subsequent changes affecting the case, including activity lists. The approved plan must be available on site. This entry explains the management logic; it does not replace analysis of the text applicable to a specific contract.
