A system for road safety decisions

ISO 39001:2012 is a management system standard intended to reduce road traffic deaths and serious injuries that an organisation can influence. The ISO catalogue retains this edition and lists the 2024 climate action amendment. A standard undergoing revision is not the same as a published replacement edition.

For work-related road safety, its value is connecting decisions that otherwise sit apart: vehicle purchasing, schedules, journeys, transport procurement and incident response. It goes beyond giving drivers advice and does not require every organisation to own a fleet.

Define what the organisation can change

Describe the activities, people and journeys included, together with the boundaries of control and influence. A maintenance company can decide how visits are scheduled and vans maintained, although it cannot control road maintenance. This distinction helps allocate realistic actions.

Management needs to support objectives, resources and responsibilities. The Safe System approach acknowledges human mistakes and seeks to prevent them from producing severe consequences. A documented scope makes clear which activities are included when any certification is communicated externally.

Indicators that support decisions

Counting collisions is insufficient: a small number might reflect limited exposure or incomplete reporting. Relate outcomes to distance travelled, journey types and operating circumstances, and monitor preventive measures relevant to the activity. Indicators need definitions, ownership and an appropriate review frequency.

For example, incidents at the end of recently reorganised routes should trigger a review of scheduling, available time and service conditions. Adding a briefing without examining those decisions would leave the warning unresolved. Investigation should result in changes whose effectiveness can be checked, rather than merely completed paperwork.

Boundaries and evidence

Implementing the system and obtaining certification are separate decisions. Neither replaces permits, transport obligations, traffic rules or applicable occupational safety requirements. Certification alone does not remove road risk.

A useful record connects scope, assessment, objectives, actions, monitoring and management review. When commissioning an audit, identify the edition, amendments and assessed scope. This introduction is not a replacement for the normative text, and an organisation should not extend a certificate’s claim beyond the activities actually covered.
