What LTCAT is
LTCAT stands for Laudo Técnico das Condições Ambientais do Trabalho. It is a technical document used in Brazilian social security to support information about environmental conditions and agents harmful to health. It must not be confused with a preventive action programme or a simple inventory of jobs. Its purpose requires assessment of the activity and relevant exposure.
Who holds technical responsibility
Official guidance specifies preparation by an occupational physician or occupational safety engineer under the applicable framework. This responsibility differs from entering data into a platform. The person transmitting information needs reliable supporting material, but transmission does not make them the assessment’s author. Nor may technical conclusions be completed through automatic selection without competent review.
What it needs to describe
The information must explain the enterprise, department, role, activity, agents and exposure conditions, together with relevant methods and controls. Placing the assessment in time is important. A report that does not explain which operation was observed or when measurements were taken loses its ability to support a declaration. Technical documentation must retain its scope and must not be applied to scenarios it did not examine.
Relationship with PGR and PPP
PGR organises risk management and measures; PPP reflects individual historical information for social security. LTCAT can support environmental data used in that process, but the documents have different purposes. Sharing information does not make them interchangeable. An administrative PPP update should not change the report’s technical content without the corresponding professional review.
Process-change example
If an operation is replaced by one using different materials and controls, the environmental basis used for declarations may need review. The enterprise should communicate the change to the technical professional responsible and retain evidence of when it occurred. This example sets no universal frequency and presumes no outcome; it shows why changing the machine’s name in an old template is insufficient.
Preventive use and limitations
Requirements and particular situations must be verified in official sources, without extrapolating an exception for one case to every enterprise. Occupational hygiene measurement and sampling helps explain assessment quality. LTCAT does not replace control measures or, by itself, determine a benefit. Consistency between actual tasks, technical support and declared data matters more than possessing files with different names.
