Purpose of the standard

NOM-001-STPS-2008 applies to Mexican workplaces and addresses safe use and upkeep of buildings, premises, installations and areas. It is not limited to offices or new construction. It connects physical workplace conditions with inspection, maintenance and worker-information duties. The official standardisation record identifies this version as current; an older year in the designation does not by itself mean that the standard has ceased to apply to the establishment concerned.

Checks and records

The employer must carry out visual checks every twelve months, which may be organised by area, identify unsafe conditions and repair damage found. Checks are also required after an event capable of damaging the workplace. Relevant records are retained for one year and include dates, areas or the event, findings and actions as applicable. A visual inspection does not replace a structural assessment where the signs of damage require specialist technical examination before safe use can be established.

Conditions to examine

The standard addresses housekeeping, area separation, roofs, walls, floors, stairs, ramps, platforms, artificial ventilation and vehicle circulation. Sanitary facilities, changing rooms and showers must also be considered where applicable. Areas used by workers with disabilities should facilitate their activities and movement. Review must examine actual use: a corridor shown on a drawing may have become a storage or loading area, changing risks for people moving through the workplace.

Example: changing platform use

A platform originally intended for circulation is proposed for material storage. Before accepting the change, assess whether structural elements can support the intended loads and retain safe access and movement conditions. Adding a maximum-load sign without establishing capacity does not resolve the problem. The decision requires coordination between facilities, maintenance and operations, with technical assessment where needed to address the new use rather than the previous design assumptions.

Turn findings into upkeep

A useful record allows damage, priority, repairs and subsequent checks to be followed through. The standard also requires information for workers about use and conservation of areas. Construction approval does not prevent later deterioration: moisture, impacts and alterations need continuing attention. Specific dimensions and solutions should be checked against the applicable text and design rather than importing requirements from another country or relying on an unrelated building example.
