The 2023 edition already applies
NOM-006-STPS-2023 was published on 7 March 2024 and entered into force on 3 September that year, replacing the 2014 edition. It concerns storage and material handling using machinery. The year within its designation therefore does not necessarily match publication or the start of mandatory application.
It should not be used as the sole reference for manual handling assessment. Its specific purpose is to control mechanised equipment and operations, connected with workplace traffic hazards and the environment in which work takes place.
Procedures depend on equipment and load
The standard requires installation, operation, inspection and maintenance procedures based on manufacturer or supplier information. They must address the material, load securing, stability, traffic, obstacles, electrical proximity and simultaneous operations. Criteria for stopping work when safety is compromised are also needed.
For example, a movement suitable for a compact package may be unsuitable for a long load extending into intersections or aisles. Authorising the same vehicle is not enough: the route, load and coordination of the people involved require review.
Identifiable checks and maintenance
The specific programme connects each machine with activities, intervals, dates and responsible people. Frequency takes account of manufacturer recommendations, intensity of use and environmental conditions. Records establish whether planned checks occurred and whether identified defects received a response.
The standard includes a visual check and functional test at the start of the working day, as applicable. It also requires checks following abnormal conditions or repairs to components subject to loading. An old maintenance label does not replace these checks or demonstrate that the machine remains suitable today.
Authorised operation and coordination
People must operate only machinery for which they have been trained and authorised. Supervision also covers contractors performing these activities. Operating zones, maximum capacity and storage conditions are part of control, not just the driver’s skill.
Preparation includes emergency and first-aid arrangements appropriate to the risks. This entry does not provide lifting instructions or calculated load limits: each operation needs suitable equipment, technical information and competent personnel. The records and actual way of working should agree before a handling operation is accepted as controlled.
