Who it applies to

NOM-016-STPS-2001 is listed as current and applies to Mexican workplaces operating or maintaining railways, including track repair and maintenance. Its focus is workers’ safety and health, coordinated with other applicable railway requirements rather than replacing them.

Railway work prevention needs attention to vehicles and their interactions with people, installations and other operations. A train movement procedure does not automatically replace assessment of a maintenance task or transfer of dangerous substances at a particular site.

Assess specific operations

The standard requires written analysis of potential risks, updated before changes to processes or conditions of hazardous activities. Examples include refuelling, vehicle maintenance, moving cars containing dangerous substances and welding or cutting operations.

Analysis identifies tasks, exposed people, agents, consequences, controls and the planned response. It should observe how work is performed, not merely record a job title. One person may participate in operations with very different risks during the same shift, requiring different arrangements.

Available procedures and coordination

Safety procedures must be in Spanish and available to the people involved. Training should match hazardous activities, with evidence of planned and delivered instruction. Machinery, facilities, access, aisles and signs also form part of the required conditions.

For example, work on a vehicle in a workshop needs possible movement controlled and coordination with those managing railway movements. A mechanic’s individual knowledge does not, by itself, resolve activities performed by other teams in the same place or a change in operational responsibility.

Substances, emergencies and health

Where dangerous products are transported, crews and supporting personnel must know the safety information. Emergency plans need to reflect identified scenarios and available resources. Health arrangements are linked to the job and relevant health and transport rules.

The original text cites older editions of other standards; replacement editions should be checked before those references are used in a current procedure. This entry does not provide railway movement instructions or authorise track work. It supports review of the prevention system and responsibilities required for each operation, with records consistent with current working conditions.
