An activity with simultaneous hazards
NOM-027-STPS-2008, listed as current in the official catalogue, applies to Mexican workplaces performing welding and cutting. It includes permanent, temporary and maintenance operations rather than being limited to workshops designed exclusively for welding.
Welding safety requires consideration of the process, base and filler materials, gases, equipment and location. Analysis addresses fumes, radiation, electricity, fire, explosion and unbreathable atmospheres as applicable. It also includes nearby people who do not operate the welding equipment themselves.
Specific programmes and procedures
The standard requires analysis of potential risks, an activity programme and safety procedures. The programme identifies the task, hazards, location, period and supervision, together with authorisation where required. Measures must relate to what will actually be cut or joined.
For example, a short repair to a container that previously held a hazardous product cannot be treated like ordinary bench welding. Previous contents, surroundings and the possible atmosphere require assessment and specific controls before the work can be considered acceptable.
Authorisation in hazardous locations
Written authorisation is required for work in risk areas, including confined spaces, height and places not specifically designated for these activities. The permit must rely on verified conditions and supervision. Operator experience alone does not justify accepting a scenario different from the one assessed.
Conditions include ventilation, segregation, protection of other people, firefighting resources and maintained equipment. Maintenance personnel also require training and authorisation for relevant interventions. Protection is selected through assessment rather than an undifferentiated list assumed suitable for every process.
Training, rescue and contractors
Training for welders, cutters and supervisors occurs at least annually under the standard. Risk information has its own requirements and should not be confused with one initial briefing. Where the scenario requires rescue, procedures, resources and prepared personnel must be available.
Employers must also oversee contractors. Health surveillance follows clinical judgement and the relevant exposures. This entry does not provide instructions for inerting vessels, entering confined spaces or adjusting equipment. It explains the organisational conditions that need to be resolved before the activity, with responsibilities matched to the actual workplace and task.
