NOM-028-STPS-2012: process safety and critical equipment in Mexico

NOM-028-STPS-2012 requires a safety management system for critical processes and equipment handling dangerous chemicals in Mexico.

Not every chemical-containing workplace is covered

NOM-028-STPS-2012, listed as current in the official catalogue, targets specified processes and critical equipment involving dangerous chemicals. Its scope includes named processes and threshold-quantity criteria, with express exclusions. Applicability needs documentation using actual substances, capacities and activities.

Process safety concerns scenarios capable of producing major accidents. A good minor-injury record does not demonstrate control of loss of containment or a hazardous reaction. The standard therefore requires a system rather than isolated procedures assembled without operational connections.

Information supporting analysis and decisions

Analysis requires process descriptions, operating conditions, diagrams, equipment and hazards. Findings should lead to preventive or corrective measures, assigned responsibilities and follow-up. The standard provides for certain environmental studies, but filing any document called a risk study does not automatically meet its requirements.

For example, a recommendation concerning critical equipment remains unresolved if a part is purchased but installation and function are not verified. Management needs to distinguish actions planned, performed and checked, with evidence appropriate to each stage.

Integrity and temporary changes

The system includes mechanical integrity, maintenance, inspections and testing of critical equipment and protective devices. It also manages temporary and permanent changes to substances, technologies, equipment and procedures. A temporary alteration can change risk as significantly as a permanent one.

Before operating under different conditions, consequences, authorisations and information for affected people need review. The standard addresses pre-start-up, start-up, normal operation, maintenance and emergency shutdown procedures. These phases have different needs and should not be treated as interchangeable.

Coordination and learning

Hazardous work requires procedures and authorisations. Contractors need information about process hazards and specific management of their activities. Emergency preparation connects with identified scenarios and available resources rather than a generic plan unrelated to the installation.

Internal audits, major-accident investigation, annual training and communication of findings complete the system. Useful evidence shows how process weaknesses are corrected. This entry does not determine whether a particular plant exceeds a threshold or design engineering barriers. It identifies the elements that require assessment using sufficient technical information and competent judgement.
