The scope of NR-12
NR-12 covers machine design and use as well as manufacture, import and sale, subject to exclusions and specific provisions that must be checked. Use includes installation, adjustment, operation, cleaning, maintenance and dismantling. The standard addresses both new and used machines unless particular provisions say otherwise. The machinery safety entry introduces general hazards; NR-12 supplies the Brazilian framework for organising their control throughout relevant activities.
Risk assessment and safeguards
Measures must consider the machine, process, risks and state of the art. NR-12 prioritises collective protection, followed by work organisation and then individual protection. Safety systems protecting danger zones require a technically suitable solution; adding a device without checking its function is insufficient. Changes to guards or control systems require technical competence and should be reflected in the relevant documentation. Their interaction with existing protective functions also matters.
Manuals and accessible information
Machines must have instructions covering safety across their phases of use. NR-12 requires understandable manuals in Brazilian Portuguese that are available to users at work. It provides rules for reconstructing missing documentation and specific cases involving small businesses or older equipment. Downloading instructions for a similar model does not establish that they describe the installed configuration, accessories or safeguards. Identification of the actual machine therefore remains important.
Maintenance and checks
Maintenance follows manufacturer information and competent professional requirements, with records of interventions, components and safety conditions. Do not confuse these records with every routine operator inspection: the standard distinguishes the two situations. Abnormalities affecting safety require work to stop and the problem to be reported. Procedures supplement collective measures; warnings or a signed acknowledgement of risk cannot replace the safeguards necessary to protect people.
An adaptation example
A used press retains its structure but receives a different feeder. Assessment examines the new access to its danger zone and coordination between feeder, controls and stopping functions. Safeguards, instructions and training are then checked for the modified configuration. An earlier report on the standalone press may provide background but does not automatically resolve risks introduced by the integration. The assessment must follow the equipment actually handed over.
Reviewing a delivery
Connect machine identification with risk assessment, implemented measures, relevant tests, manuals and maintenance arrangements. Training should match authorised tasks. A generic statement of NR-12 compliance does not remove the need to check exclusions, machine-specific annexes and actual conditions of use before equipment is accepted into service.
