Deciding whether equipment is covered
NR-13 includes boilers, specified pressure vessels, connecting piping and metallic storage tanks. Its scope depends on pressure, volume, fluid class and configuration, with explicit exclusions. Calling an item a tank is therefore insufficient to determine its treatment. The pressure equipment entry explains general hazards; NR-13 classification needs to be justified using the technical information for the particular installation rather than appearances alone.
Pay attention to storage tanks
The consolidated text gives 4 July 2026 as the application date for metallic tanks described in section 13.2.1.f. Dimensions, capacity, fluid and exclusions must be checked together, not just the date. Exclusion from an NR-13 provision does not remove the duty to maintain and inspect hazardous pressurised systems according to manufacturer information, applicable codes and the relevant technical responsibility. A documented scope decision is therefore valuable.
Records are not interchangeable
The prontuário contains equipment design, construction and safety information. The safety log records significant events and inspections. Inspection reports describe examinations and conclusions. Boiler records, for example, include identification, maximum allowable working pressure and safety-device information. Missing documentation must be reconstructed under the prescribed technical responsibility; copying the file of another apparently similar item does not establish the unknown equipment’s characteristics or condition.
Inspection and qualified responsibility
Inspections take place under the technical responsibility of a legally qualified professional. They must be supported by appropriate examinations and tests and consider available equipment history. Intervals depend on the equipment, its category and regulatory conditions: there is no single interval for every installation. Recommendations require implementation deadlines and responsible persons. Filing a report while leaving its identified defects unresolved is not, by itself, an improvement in integrity.
A follow-up example
A factory acquires a used pressure vessel. Its plate, technical record and history are checked before it enters service. If an inspection report declares it unfit for operation, an informal production approval cannot replace that conclusion. Repairs or alterations affecting safety require the relevant design and technical criteria. Protective devices must also remain operational, with their inspection and testing arrangements connected to the equipment record.
Access and traceability
Documentation must remain available to the groups identified in the standard. Electronic records need to preserve authenticity, integrity, availability and traceability. A shared folder without version identification does not automatically achieve this. Document management is useful when each item of equipment can be connected with its technical condition and outstanding actions.
