What insalubridade means

In Brazilian regulation, insalubridade is a legal category linked to specified exposure conditions. NR-15 develops the criteria for establishing it through annexes addressing different agents and situations. It is not a loose synonym for dangerous work, nor a conclusion that can be assigned from a job title alone. Applying it requires identification of the relevant regulatory provision and the actual situation.

How it is established

Some annexes rely on tolerance limits, while others use qualitative conditions or activities, or technical inspection. The method depends on the agent being studied. For example, assessing biological exposure by copying the table used for noise makes no sense. A report must explain its subject, observed tasks, techniques and equipment used, and the relationship between results and the applicable criterion.

Connection with the pay supplement

NR-15 provides for degrees of insalubridade and an associated supplement within the relevant labour framework. Determining entitlement and the specific calculation requires review of applicable legislation and legal criteria. Paying compensation does not make exposure safe or remove the duty to prevent harm. The pay decision and the effectiveness of measures against the agent must remain separate.

Control and verify again

Measures can change the conditions supporting the classification. That change must be backed by evidence: what changed, what exposure remains and how the result was verified. Providing PPE without examining selection, actual use and maintenance does not describe the whole control. Technical assessment must avoid automatic conclusions based on a delivery receipt or administrative declaration.

Interpretation example

An enterprise replaces a process that produced significant exposure. Before reusing the previous report, the team should review the new task and operating conditions. The history remains important for understanding past exposures but does not, by itself, establish the current situation. This example illustrates the need for updating; it does not determine any particular person’s financial entitlement.

General preventive management and exposure assessment connect with other NRs. Insalubridade under NR-15 differs from periculosidade and social-security criteria. The technical background can be explored in industrial hygiene. The official text consulted incorporates changes published in 2025 concerning report availability; specific actions always require checking the applicable annex and version.
