What NR-17 covers

NR-17 addresses adapting work and covers loads, furniture, tools, machinery, environmental conditions and organisation. It is therefore not limited to buying chairs or adjusting screens. It also examines how tasks are performed, pace, time demands and cognitive aspects that can compromise workers’ safety and health.

Preliminary ergonomic assessment

The preliminary assessment identifies situations requiring adaptation and provides information for planning measures. It may combine qualitative, semi-quantitative or quantitative approaches, depending on the case, and must be recorded. Selecting a method for convenience without checking the factors it assesses can leave the relevant part of the problem unexamined. Worker participation helps explain differences between the planned procedure and actual activity.

When a deeper AET is required

Análise Ergonômica do Trabalho, AET, is required in the situations defined by the regulation, including a need for greater depth, insufficient measures or signals from health surveillance and investigations of harm. It must not be confused with applying a single posture scale. Its value lies in explaining the work situation and guiding changes suited to its determinants.

From analysis to measures

Conclusions must be incorporated into the PGR inventory and action plan where appropriate. Equipment, sequences, required force, organisation or recovery may need changing. The solution must be checked after implementation. If an intervention reduces reaching but increases pace or effort, the apparent improvement does not describe the complete outcome for the worker.

Application example

At an order-picking workstation, an initial analysis may identify high reaches and a buildup of tasks towards the end of the shift. Changing a shelf’s height might help but not resolve the concentration of workload. Replenishment, product variation and activity peaks should be observed. The example shows why one minute of observation does not necessarily represent the entire working day.

Annexes and scope

NR-17 contains specific provisions for checkout operators and telephone service or telemarketing. Before applying a rule, confirm whether the job falls within its scope. The general ergonomics entry explains the preventive purpose; this regulation provides requirements specific to Brazil. No single method, by virtue of its name, guarantees compliance with the whole of NR-17 or replaces professional analysis of the situation.
