NR-20: flammables and combustibles in Brazil

NR-20 regulates prevention management for Brazilian installations involving flammables and combustible liquids, from design through decommissioning.

In brief

Installation classification, its technical dossier and coordinated operations and emergency arrangements must reflect the actual process.

NR-20 addresses accident risks from extraction, production, storage, transfer and handling of flammables and combustible liquids. It covers design, construction, assembly, operation, maintenance, inspection and decommissioning. It does not independently determine insalubridade or periculosidade pay classifications, which are addressed by other standards. A substance list is not a complete assessment: the process, quantities, conditions of use and interactions within the installation also matter when determining preventive measures.

Classify before preparing documentation

The standard establishes installation classes and specific exceptions. Activity and storage capacity affect classification, subject to priority rules that must be checked in the current text. Assigning one class to every facility owned by a company is insufficient. An establishment adding another storage tank must review the change before assuming its former obligations remain unchanged. Analysis of risks involving flammables should use current information about the process rather than outdated assumptions or an unverified capacity estimate.

Purpose of the installation dossier

The prontuário da instalação brings together the design, inspection and maintenance plan, risk analysis, prevention and control of leaks, spills, fires and explosions, and emergency response plan. Information may be held in separate documents where the required organisation and cross-references are maintained. Its value lies in connecting decisions: equipment identified as critical in the design should also appear in maintenance arrangements and relevant scenarios, rather than remaining an isolated item on an old drawing.

Operations, people and change

Procedures, training, ignition-source control and contractor coordination form part of management. Training requirements depend on the functions and conditions specified by the standard; a generic certificate does not establish competence for every activity. Changes capable of affecting safety require prior examination and design work where applicable. Review should also consider temporary work that changes the normal operating conditions of the installation or interacts with existing safeguards.

Useful documentary checks

A review can compare actual inventory, classification, technical documentation, responsibilities, overdue maintenance and emergency exercises. Changes to products or capacity should trigger examination of their preventive consequences. This entry does not replace engineering design or provide instructions for operating, transferring flammables or intervening on equipment. Those decisions require competent personnel and procedures specific to the installation and the work being undertaken.
