Size facilities for the people using them

NR-24 establishes minimum hygiene and welfare conditions. Facilities are sized according to workers who habitually use them on the shift with the largest number of users. Counting only administrative headcount may omit people actually using the facilities. Assessment of workplaces needs to distinguish occupancy, activities and exposure: some conditions require specific facilities or equipment, and exceptions must be checked against the applicable text rather than assumed from the organisation’s industry label.

Facilities operate as a system

The standard covers sanitary facilities and components, changing rooms, meal areas, kitchens, accommodation and work clothing. It also addresses drinking water and hygienic upkeep. The existence of each item is insufficient: it must be usable under appropriate conditions. An undersized changing room, for example, may encourage contaminated workwear and personal clothing to share space; a meal area may become unsuitable if it is also used to store process materials.

Transitions published in 2026

The consolidated text includes September 2026 amendments that are not all immediately enforceable. Several provisions in Portaria MTE 1.590 concerning mobile sanitary facilities and hygiene enter into force on 12 January 2027. The new Annex IV on prefabricated modules and converted shipping containers has a general effective date of 14 September 2029, with specified provisions subject to different deadlines. Publication and application must be distinguished: check the particular clause and timetable before identifying non-compliance.

Example: expanding a shift

A business adds production workers and contractors who use the same facilities. Review calculates actual users and examines the activities, capacity, upkeep, privacy and access. If temporary modules are proposed, the organisation needs to study the rules and transitions applicable to that installation rather than copying an isolated ratio from a table or assuming that any commercially available module meets the requirements for the intended purpose.

Evidence that supports continuing welfare

Management can retain layouts, sizing assumptions, cleaning arrangements, maintenance and water-quality checks where required. Workers must be able to interrupt their activity to use sanitary facilities. The annexes address particular circumstances, including external work and urban passenger transport; they should not be applied indiscriminately to every establishment. Periodic review should focus on actual use and changes in occupancy or activity, so that a previously adequate arrangement does not become insufficient unnoticed.
