What NR-34 regulates
The regulation covers shipbuilding, repair and dismantling in the installations and structures within its scope. It concerns an environment where metalworking, temporary installations, load movements and operations inside a vessel can coincide. Assessment must recognise this simultaneity: each trade can create conditions affecting others even when its task appears controlled in isolation.
Preparation before work
NR-34 provides for preliminary risk analysis and permits where applicable, alongside information and training. The organisation must ensure measures are in place before activity begins and plan how to respond to changing conditions. A permit completed at the end of a shift has not served to authorise and check the work. The document must be part of a real operational decision.
Specific operations
The text develops hot work, work at height, radiation, blasting, painting, loads, scaffolding, temporary electricity and testing, among other matters. It also addresses stabilising elements and support using floating structures. Each operation requires review of its technical requirements. A general shipyard description is insufficient to choose a dismantling sequence or verify the stability of a temporarily supported section.
Coordination and changes
Contractors must receive current information about relevant hazards and controls. It helps to establish who communicates changes to areas, ventilation, access or simultaneous tasks. If one team changes a condition another team verified, the original permit may no longer represent the situation. Coordination must be capable of stopping and reassessing work instead of being limited to an advance exchange of documents.
Interaction example
In a hypothetical repair, painting is scheduled near an operation generating ignition sources. Those responsible must review compatibility, sequence and separation before starting. Placing a notice between the teams is not a sufficient response. The example illustrates interaction analysis; it does not replace atmosphere assessment or the technical conditions required by the products and procedures used.
Emergencies and follow-up
Emergency response must consider the actual accessibility and resources of the facility and vessel. The entry on permits to work explains the authorisation logic, but NR-34 sets Brazilian sector-specific requirements. Keeping records of checks, changes and closure enables analysis of what occurred. A digital form’s existence does not itself establish that conditions were checked or that work remained safe throughout execution.
