Services included
NR-38 covers activities such as municipal-waste collection and transport, sweeping, cleaning public spaces, maintaining green areas and sorting recyclables, according to its scope. It also identifies excluded activities governed by other provisions. The same checklist cannot be applied indiscriminately to industrial, mining or construction waste without examining the relevant regulation.
The route is part of the assessment
The regulation requires information about routes, work fronts or collection points, distances, area characteristics, equipment and support locations. These data help explain working conditions and activity demands. An assessment conducted only at the vehicle depot may miss crossings, slopes, manoeuvres and areas where workers are exposed while providing the service.
Organisation and resources
The text develops working conditions, equipment, training and preventive measures. Resource selection must reflect the activity and actual risks. Public-road work combines movement, interaction with third parties and materials handling. An instruction assuming clear pavements or accessible collection points may be impracticable if normal route conditions differ.
Interactions between people and vehicles
Review where workers position themselves, how they communicate with the driver and what happens when the route changes. Manoeuvres should not depend on assumptions about another person’s location. Auxiliary equipment-cleaning and maintenance operations must also be reviewed. A measure effective while travelling may not protect someone accessing a trapping area to clear a blockage.
Service-change example
If roadworks force a route change, the team needs to review access points, new manoeuvres and distance to the planned support facilities. Communicating a new address alone may be insufficient. Subsequent observation can identify unexpected difficulties and correct them. The example shows why a route is a changing working condition, not merely a logistical datum.
Follow-up and applicable regulation
Control must combine route information, incidents, maintenance and participation by those delivering the service. Further background is available in work-related road safety. NR-38 has its own rules and transitional provisions, which must be reviewed in the official text before equipment is purchased or requirements fixed. A summary entry does not replace that check, particularly where a specific obligation has been amended or has a particular implementation deadline.
