What SESMT is
SESMT denotes a specialised service involved in an organisation’s occupational safety and medicine. NR-4 defines its establishment, organisational arrangements and functions within Brazil. Its purpose is not merely to issue documents: it must support accident and disease prevention through technical expertise and monitoring of working conditions.
Who belongs to it
The regulation provides for safety engineering and occupational medicine professionals, safety technicians and occupational nursing staff, according to the applicable staffing requirements. Professional requirements and time commitments must be checked in the regulation. Simply hiring someone with administrative experience does not make them a qualified SESMT member or, by itself, meet the enterprise’s technical needs.
How the structure is determined
Staffing relates to economic activity, its risk classification and the number of workers, with specific rules and annexes. NR-4 provides organisational arrangements that must be analysed before resources are combined or distributed across establishments. A multi-site enterprise must review its actual configuration; using only the administrative headquarters’ workforce figure may exclude relevant operations.
Preventive functions
Its tasks include supporting the PGR risk inventory and action plan, advising on preventive measures, investigating work-related harm and interacting with the CIPA. SESMT also helps coordinate occupational health activities. This technical contribution does not displace the organisation’s responsibility to provide resources and implement the decisions falling within its remit.
Coordination example
Imagine two sites with different processes and a maintenance contractor. The specialised team can organise an exposure review and propose measures, but will need information from operations, personnel and purchasing. It helps to agree who communicates machinery changes, who reviews actions and how a health alert reaches the prevention process without disclosing diagnoses. An organisational chart alone does not resolve these exchanges.
Evidence worth maintaining
Identification of professionals, their qualifications, the applicable structure and activity records make it possible to check how the service operates. Recommendations should have an owner, deadline and follow-up. The general entry on an occupational risk prevention service allows comparison of functions, but does not imply legal equivalence between Brazilian SESMT and Spanish arrangements. Staffing a service requires the official NR-4 and its specific rules, rather than a summary table from another country.
