What CIPA is

CIPA is an internal committee for participation in prevention within Brazil’s labour framework. Its name incorporates accident and harassment prevention. NR-5 establishes its structure and operation for organisations within its scope. It must not be confused with SESMT: the committee provides participation and follow-up, while the specialised service contributes professional technical functions.

How it is constituted

The committee is organised by establishment, with representation from the organisation and workers in accordance with the staffing rules. Employer representatives are appointed, while employee representatives are elected through the prescribed procedure. Provisions exist for specific activities and situations requiring a different form of representation. An identical composition therefore cannot automatically be applied to every enterprise.

What it addresses

Its responsibilities include supporting hazard identification, understanding workers’ perceptions of risks, observing working conditions and monitoring a preventive activity plan. It also participates in programmes, analyses accident information and proposes improvements. The regulation includes actions concerning sexual harassment and other forms of workplace violence within the scope established by its text.

Participation that produces results

A meeting is useful when an observation becomes a verifiable decision. For example, an internal traffic issue may be assigned to operations with a review date and a subsequent check on the affected shift. Minutes must make it possible to follow that process. Accumulating meetings or photographs without recording which condition changed gives an incomplete picture of preventive activity.

Information and confidentiality

CIPA needs sufficient information to carry out its functions and channels through which proposals can be received. Such access does not remove personal-data protection or medical confidentiality. When analysing a health problem, the focus should be on collective conditions requiring action, avoiding disclosure of individual medical records. Violence or harassment cases must also respect the prescribed procedures and safeguards, without turning the committee into a forum for publicly exposing individuals.

Relationship with other mechanisms

Worker consultation and participation is a broad principle; CIPA is a specific Brazilian institution. It is not automatically equivalent to the Spanish committee, Colombian COPASST or Chilean joint committee. Its training, schedule, elections and documentation must be reviewed under NR-5 and sector-specific rules. A digital tool may facilitate follow-up, but cannot replace representation or effective participation.
