What is Prevencion10.es
The INSST presents Prevencion10.es as a free public service to facilitate prevention in companies with up to 25 employees and to support self-employed individuals without staff in coordinating business activities. It includes guidance tools and resources. It is not a private company nor an external prevention service contracted by the user organization.
Its usefulness should be assessed according to the specific need: understanding obligations, preparing documentation, or supporting an acceptable preventive approach. The availability of an application does not eliminate the conditions established by regulations. Before using results as company documentation, it is necessary to verify that the chosen use and scope are appropriate.
What does Evalúa-t offer?
Evalúa-t guides the identification of tasks, sources of harm, risks, and measures through questionnaires. The resulting documentation may include the prevention plan, risk assessment, and preventive planning. Its value depends on the accuracy of the responses and the implementation of the necessary actions.
The questionnaire helps structure the review, but it doesn’t provide a direct view of the facility itself. Equipment, facilities, products, travel, and occasional tasks must be compared. If a relevant operation is missing or the responses reflect how work should be done, the document may present an incomplete picture, even if the form appears completed.
Requirements and preventive approach
The employer’s personal assumption of responsibility has its own requirements: size of workforce and locations, activity not included in Annex I of the Regulation, regular presence, and corresponding capacity. The general limit is ten workers, extendable to twenty-five when there is only one location, in accordance with Article 11 of the Prevention Services Regulation.
An organization can also be established using designated personnel with adequate capacity, time, and resources. The requirements for each modality should not be confused with simply accessing the portal. The current service guidelines and conditions should be reviewed, and any activities that cannot be adequately handled should be supplemented with other modalities.
Tool training and limitations
The Evalúa-t system requires at least basic-level preventive training for its professional use as described. The necessary preventive competence may be higher depending on the activity and the assessment. A basic course does not qualify the user to handle any chemical exposure, hygiene measurement, or complex technical problem.
When an assessment requires measurement strategies, specialized interpretation, or knowledge beyond the scope of available resources, competent personnel must be involved. An external occupational health and safety service or other acceptable resources may be necessary. Furthermore, health surveillance is not assumed by the employer through this tool; it requires the employer’s corresponding healthcare organization.
Other service resources
Prevencion10 includes Instruye-t, focused on basic preventive training, and Autopreven-t, which provides information to self-employed individuals without employees and support for their coordination obligations. It also offers resources and assistance to answer questions. It is advisable to check the portal itself for the current availability and conditions of each resource before planning to use it.
Coordination information needs to be tailored to the risks the activity may pose to third parties, as well as those present at the workplace. Simply providing a generic document does not fulfill the coordination requirements. It is essential to exchange useful information, understand applicable instructions, and keep relevant changes updated.
How to use the results in the company
A useful sequence begins by reviewing the organizational structure and the competencies involved, continues with task observation, and concludes with concrete planning. Those performing the work should be able to report difficulties and incidents. Uncertain answers require verification, rather than simply selecting the option that allows the questionnaire to be completed more quickly.
Next, responsibilities, resources, and deadlines are assigned to the improvements, and their effectiveness is verified. The documentation must be updated as conditions or results require. Simply repeating the form according to a calendar schedule is insufficient if a new machine, a product change, or a health issue necessitates an early review.
Practical example
The owner of a small practice is assessing whether they can undertake preventive measures and confirming their legal requirements and training. They use Evalúa-t to review tasks and conditions, speak with staff, and identify necessary adjustments to positions and organization. They also identify the health-related activities that must be covered by the appropriate resources.
If a work operation involving exposure that requires specialist assessment is subsequently introduced, the previous questionnaire is no longer sufficient. It requests expert intervention, integrates the findings, and updates measures and responsibilities. This example demonstrates how the tool supports ongoing management without automatically declaring the absence of risk.

Common mistakes include using a form that doesn’t accurately represent the activity, omitting occasional tasks, or assuming that a generated document equates to full compliance.
