What the resolution approves
Ministerial Resolution 050-2013-TR develops documentary references for Peru’s OSH system. Annex 1 contains forms for mandatory records; other annexes include model internal regulations and a basic system guide. Its purpose is to guide documentary implementation in relation to Law 29783 and its regulation, without reducing all management to a box-filling exercise.
Reference format and mandatory information
The resolution expressly distinguishes these two aspects. The model’s appearance and layout are reference elements, while the required minimum information must be retained. An organisation can therefore design a record adapted to its operation without losing necessary data. Nor can it justify an incomplete record by claiming that the official form was only a recommendation.
Records connected with activity
The models cover subjects such as accidents, examinations, monitoring, inspections, statistics, emergency equipment, training and audits. Every record must capture verifiable facts and the information required for its purpose. Mandatory preventive documentation must be linkable to people, locations, dates and actions as appropriate, avoiding transfer of data between models without checking its meaning.
Adapting to a digital format
When transforming a template into a digital system, map the required fields to the available ones. Check that the information can be retrieved and understood when needed. A visually similar form may omit essential data, while a different design may preserve them correctly. Review should focus on content and traceability alongside the rules applicable to the medium.
Document-control example
In a hypothetical example, an enterprise replaces inspection sheets with a digital record. Before adopting it, the enterprise reviews every minimum datum, inspection identification and follow-up of measures. It then tests retrieval of a closed case. An improved presentation would not justify losing responsibilities or results that must be documented.
Do not confuse recording with compliance
Keeping a form demonstrates that information exists, but not always that a measure was implemented or effective. Records are checked against activities and retained under applicable periods and rules. Model regulations and system templates need adaptation to the organisation. Copying them without reviewing scope, responsibilities and risks does not establish adequate implementation.
