NOM-030-STPS-2009: preventive services in Mexico

NOM-030-STPS-2009 establishes the functions and activities of preventive occupational safety and health services in Mexico. It connects the appointment of responsible personnel with risk diagnosis, action planning and verification of results. Its scope covers all workplaces.

In brief

NOM-030 organises preventive activity in Mexico through responsible personnel, diagnosis and actions with follow-up. The service may be internal, external or mixed. Documentation must reflect actual risks and implemented measures, supported by resources, communication and verification of effectiveness.

What it regulates and how it relates to other rules

This standard defines how preventive functions are performed. It does not replace specific NOMs on machinery, agents, protective equipment or other conditions. The Federal Occupational Safety and Health Regulations provide the general framework and require diagnosis, programmes and follow-up to be connected.

The official catalogue lists NOM-030-STPS-2009 as current. When using it, retain its full identifier and check the specific standards applicable to the workplace’s activities, rather than just its commercial description.

Responsible personnel, capacity and resources

The organisation must appoint an internal or external responsible person. The standard provides for internal, external and mixed services; at workplaces with fewer than one hundred workers, it allows the employer to assume the specified preventive functions.

Appointing someone is insufficient if they lack time, information or access to areas. A practical approach is to agree what they may decide, what requires escalation and who provides resources. Contracting external support does not remove decisions that remain the company’s responsibility.

From diagnosis to specific problems

The diagnosis identifies dangerous conditions, agents, environmental hazards and applicable requirements. Under the standard, it may cover the whole workplace or individual areas. Its usefulness depends on describing the work observed and its exposures.

As a practical approach, record the task, location, people exposed and existing controls. A list copied from another facility may omit maintenance, occasional work or different shifts. Check documentation against site walks and conversations with those who perform the tasks.

Programme or action list

NOM-030 provides for a safety and health programme; for workplaces with fewer than one hundred workers, it provides for a list of preventive and corrective actions. Both must derive from the diagnosis and be updated at least annually.

In day-to-day management, each action needs a verifiable description, priority, responsible person and date. Distinguish correcting a dangerous condition from producing a document about it. If a resource is missing, make the outstanding decision and necessary interim measures visible.

Follow-up, participation and evidence

The Federal Regulations require follow-up of actions, communication of the diagnosis and programme to the safety and hygiene commission and workers, training of preventive personnel and retention of follow-up records.

To verify results, link each finding with its measure and supporting evidence. A photograph or invoice may demonstrate installation, but effectiveness requires checking how it works during actual work. Closure should make clear what changed and who verified that the situation was controlled.

Hypothetical example: maintenance outside normal hours

A workplace discovers that its diagnosis does not cover night-time maintenance. The responsible person observes a task, checks conditions with staff and adds actions on isolation, coordination and authorisation.

Management allocates resources and dates. After implementation, another intervention is observed to verify application of the measures. The programme records this check. Improvement comes from connecting diagnosis with actual work, not adding another signature to the file.
