Safety linked to the job

NOM-034-STPS-2016 establishes safety conditions related to workers with disabilities in Mexico. Its approach requires consideration of the person, tasks and specific environment. Disability does not automatically imply inability to perform a job, and a diagnosis does not replace reviewing demands, risks and measures that may enable the activity to be carried out under suitable conditions.

Compatibility analysis

The analysis considers characteristics of the disability, job description, physical, mental, intellectual or sensory demands and workplace conditions. It should identify hazards and measures to eliminate, reduce or control them, including adaptations where appropriate. The review needs the person’s participation and technical competence, avoiding a single generic checklist for different situations.

Accessibility and communication

The standard addresses routes, access, signs and features enabling movement and use of spaces, with conditions of application that must be consulted. Adapting the entrance is insufficient if the workstation, facilities or exit route remain inaccessible. Safety information must also be perceptible and understandable according to actual needs.

Emergencies and training

The emergency plan should consider how alerts are given and how people respond, with planned support and prepared personnel. The workplace’s preventive programme integrates the necessary actions. Support allocated only informally may fail during absences; the organisation should check its availability and suitable alternatives.

Example of an adaptation

In a hypothetical example, a worker with a hearing disability enters an area with audible alerts only. The situation is analysed and an appropriate means of communication is defined, together with instructions and a response test. The solution is checked with the person under actual conditions, without assuming that installing a device resolves every scenario.

When to review the analysis

Changes in tasks, tools, location or relevant personal characteristics may require an update. The data used must be relevant and protected under applicable rules. This entry explains the NOM’s approach; it does not provide a medical fitness assessment or replace other equality, inclusion or accessibility obligations that must be analysed for the workplace and employment relationship.
