Occupational risks in healthcare and social care settings

Prevention in healthcare and social care settings must protect both care providers and support workers. Alongside biological agents, risks relate to moving people, chemicals, equipment, violence and the organisation of work.

In brief

Patient safety and worker health are related but are not the same assessment. Prevention must represent every activity, including cleaning, maintenance, home care and waste management, and coordinate all participating teams.

Look beyond clinical care

The activity map must include care, moving people, material preparation, cleaning, transport and maintenance. Exposures may vary between units, shifts and settings even where people share an occupational category.

Identify non-routine situations too: equipment problems, difficult transfers or home visits. Assessing only an ideal task under normal conditions may omit interventions frequently encountered in practice.

Moving people and physical conditions

Moving people requires understanding the task, the care recipient’s capabilities, space and available aids. The solution must not rest solely on asking staff to adopt a particular posture.

Falls, impacts, burns and equipment risks must also be prevented. Environmental conditions should facilitate movement and manoeuvres. Maintaining aids and ensuring resources are genuinely available form part of the preventive measure.

Biological and chemical exposures

Standard precautions help organise measures against biological exposure in healthcare. Sharps, fluid contact and waste pathways must be considered according to actual activities.

Chemical risks may arise from cleaning, disinfection, medicines or other processes. HSE identifies dermatitis, latex, surgical smoke and cytotoxic drugs among matters requiring specific attention. Not all are present at every centre.

Violence and care organisation

Violence and aggression must form part of prevention. Examine where they occur, contributing circumstances and how support is provided, incidents reported and help requested.

In home care, the environment is not controlled in the same way as an organisation’s own premises. Planning needs prior information, contact channels and criteria for responding to unforeseen conditions. Measures must suit the specific service.

Coordinate services and check measures

A procedural change may affect several teams. For example, changing a waste pathway requires informing those who generate, collect and transport waste. Coordination must also include external companies.

Follow-up must check that measures are used and work: availability of aids, material removal, maintenance and incident response. Health surveillance is integrated according to risks, with confidentiality and without replacing control of working conditions.

Hypothetical example: reviewing a residential unit

A care home reviews person transfers, cleaning and incident response. The team identifies difficulty accessing aids on certain shifts and adjusts availability and organisation.

Improvement is verified with those performing the tasks. HSE guides are a sector-specific technical reference; their British legal requirements do not automatically apply to facilities in other countries.
