Defining the activities included
NOM-008-STPS-2013 concerns timber forestry operations and storage and processing facilities in their primary activity. It should not be confused with every industry using wood as a raw material. Analysis begins by identifying the activity, its phases and the establishment, to determine the applicable chapters and relevant supplementary standards.
Reconnaissance before work
For forestry operations, the text provides for a designated responsible person to inspect conditions before work starts on each shift. Terrain, weather and operating conditions can change. Forestry work risks are not controlled by an assessment carried out just once at the beginning of the season.
Analysis at workplaces
Storage and primary processing require risk analysis by area and activity, considering processes, equipment, agents and emergency situations. Results should guide measures and procedures. Changes to machinery, products or conditions may require the analysis to be reviewed. Keeping the same matrix is insufficient if the operations that justified its controls have changed.
Understandable procedures
The standard provides for safety instructions available in Spanish or in the language of those performing the tasks. This requirement connects communication with actual execution. Training, maintenance and follow-up of reports of hazardous conditions must also be organised. Technically correct instructions lose their usefulness if people do not understand the sequence or when to stop and seek support.
Example of reconnaissance
In a hypothetical example, following a storm, the responsible person finds changes in access and ground stability in the planned operating area. They review conditions before authorising the activity and adjust planning using technical judgement. The decision is recorded and communicated to the team. An existing procedure does not justify continuing without addressing the observed change.
Integration with other obligations
The standard refers to requirements on noise, vibration, substances, personal protection and commissions, among others. Their applicable versions and replacements should be consulted. This entry provides an overview of management and scope; it contains no instructions for felling, tool operation or rescue. Those tasks require specific training, site assessment and suitable procedures checked by competent people.
